Planning Study Guidance
WSDOT planning studies follow a signature review and approval process (PDF 285KB) that incorporates input from both internal subject matter experts and external stakeholders. It is highly recommended that all WSDOT planning studies follow the same signature review process detailed in the concurrence memo. The M2 Team (multi-modal & multi-disciplinary) provides subject matter expert review in a predictable and effective manner during the signature review and approval process. This process is sometimes referred to as the concurrence process because of the original title of the memo of adoption that first established the M2 Team. Proviso funded studies may have additional rules and regulations as well as specific directions from the Legislature. There are also likely to be extra steps to the planning study signature review process if the planning study is a Planning and Environmental Linkages (PEL) study. In addition, all state plans and planning studies must abide by the state level directives for transportation system policy goals spelled out in RCW 47.04.280.
