Washington Transportation Plan

The Washington Transportation Plan (WTP) is the state's long-range transportation plan, based on the Legislature's six transportation policy goals. This 20-year vision for improving the state's transportation network is completed in two parts: policy and implementation.

The Washington Transportation Plan Vision 2050 is a transportation policy plan for all of Washington state. It provides an overarching transportation policy framework along with strategies for use by state, regional, and local jurisdictions and entities statewide who publish a transportation plan or operate a form of transportation. This policy plan was completed by the Washington State Transportation Commission (WSTC) in 2025.

WSDOT developed the Washington Transportation Plan Phase 2 – Implementation 2017-2040 (PDF 18.3 MB). This plan applies key policy recommendations from the 2035 Washington Transportation Plan (PDF 2.7 MB) to further improve the state’s complex transportation system through four focus areas and eleven action items.
