Gray Notebook

The Gray Notebook is our agency's quarterly performance and accountability report. Each edition features quarterly, semi-annual and annual updates on key agency functions and provides in-depth analysis of topics that align with Washington's transportation goals as well as our strategic plan.

The latest Gray Notebook (PDF 3.3MB) for the quarter ending September 30, 2021 features articles the effects of COVID-19 on state transportation and WSDOT, and annual articles on Highway Safety, Bridge preservation, Water Quality and a biennial article on Capital Facilities. This edition also includes quarterly updates on Incident Response and Washington State Ferries.

Gray Notebooks are subject to correction and clarification. All editions can be found in the Gray Notebook archives.

Project delivery
Quarterly updates on the delivery of projects funded by the Connecting Washington transportation package, the 2005 Transportation Partnership Account package, the 2003 Nickel transportation funding package, and by Pre-existing Funds, appear in the Gray Notebook's Stewardship section.

Policy goals
WSDOT's Statewide Transportation Policy Goals (PDF 3.8MB) is an overview of the key performance indicators for five of the six transportation policy goals. It shows the current and previous performance mark for each measure, and indicates which way the program is trending.

Performance Story Maps
The Gray Notebook features interactive online maps that showcase WSDOT’s work around the state and include graphs and data as well as links to additional online resources.
