Project overview
This project will remove barriers to fish migration under State Route 3, SR 16 and SR 166 in Kitsap County. New bridges or larger culverts will replace five outdated culverts. Work includes construction of a roundabout at the SR 3, SR 16 Spur and West Sam Christopherson Avenue intersection.
What to expect
From 7 a.m. Saturday, June 13, to 7 a.m. Monday, June 29, both directions of SR 3 will close near Sunnyslope Road. Signed detours will be provided. No through traffic will be allowed.
WSDOT needs help from travelers:
- Plan extra time to travel detours.
- Consider carpools or telework.
- Consolidate trips.
- Travel early in the morning or later at night.
Limited window to get work done
WSDOT knows it is counterintuitive to close the highway during the busy summer travel season that includes many events.
WSDOT is only allowed to work in a stream during a designated "fish window." That fish window is when the fewest number of fish are generally present.
Daytime work on SR 3
From 9 a.m. to 2 p.m. Monday, June 1 through Friday, June 5 and Monday, June 8 through Friday, June 12, travelers can expect:
- Single-lane alternating traffic on SR 3 near Sunnyslope Road.
- Occasional traffic stops up to 20 minutes.
- Congestion in both directions approaching Sunnyslope Road.
Travelers are encouraged to add 30 minutes extra travel time to help prevent delays.
Night work continues
Starting Wednesday, June 10, the speed limit on SR 16 will be temporarily reduced from 60 mph to 45 mph from milepost 26.86 to milepost 27.37. Travelers will see nighttime single-lane closures while crews reconfigure the roadway near Old Clifton Road/Tremont Street. Both directions of the highway will be shifted onto temporary bypass roads overnight.

Eastbound SR 16:
- 7 p.m. each night to 7 a.m. the next day, Sunday through Thursday
- 7 p.m. Friday to 8 a.m. Saturday
- 7 p.m. Saturday to 10 a.m. Sunday
Westbound SR 16:
- 7 p.m. each night to 5 a.m. the next day, Sunday through Thursday
- 8 p.m. Friday to 8 a.m. Saturday
- 7 p.m. Saturday to 10 a.m. Sunday

- 7 p.m. each night to 5 a.m. the next day, Monday through Wednesday
- 7 p.m. Thursday to 6 a.m. Friday
- 8 p.m. Friday to 8 a.m. Saturday

- 8 p.m. Sunday to 6 a.m. Monday

In December 2024 and early January 2025, travelers saw single lane alternating traffic and lane closures at each future work site. Contractor crews performed work, such as drilling for soil classification, to help complete the design.
A fish passage barrier is anything that prevents fish from moving upstream or downstream. Culverts or pipes under the roadway allow water to flow but may not allow fish to swim through.
Since 1991, WSDOT has worked to improve fish passage and foster healthy waterways.
Since 2013, WSDOT has worked to follow the requirements of a U.S. District Court injunction to correct barriers to salmon and steelhead.
