Accountability - Navigating the Gray Notebook

The Gray Notebook (pdf 3.3 mb) is the Washington State Department of Transportation's quarterly performance and accountability report. Each edition features quarterly and annual updates on key agency functions and provides in-depth analysis of topics aligned with the agency's strategic plan emphasis areas as well as the state's transportation goals.

The latest report for the quarter ending June 30, 2020, was published in September 2020 and features articles on the effects of COVID-19 on state transportation and WSDOT, annual articles on Active Transportation, Fish Passage and General Hydraulic Project Approval Permits, and a semi-annual article on freight. This edition also includes quarterly updates on Incident Response and Washington State Ferries.

Project delivery
Quarterly updates on the delivery of projects funded by the Connecting Washington transportation package, the 2005 Transportation Partnership Account package, the 2003 Nickel transportation funding package, and by Pre-existing Funds, appear in the Stewardship section in the beige pages.

The Gray Notebook is published quarterly in February, May, August, and November. It is subject to correction and clarification. Revisions will always be shown in the on-line version, and any subsequent print editions.

Policy goals
WSDOT's Statewide Transportation Policy Goals (pdf 3.8 mb) is an overview of the key performance indicators for five of the six policy goals. It shows the current and previous performance mark for each measure, and indicates which way the program is trending.

Gray Notebook Lite
Most larger GNB editions come with a summary, called the GNB Lite, which includes the publication's highlights in a shortened format for quicker reading.

Performance Story Maps
The Gray Notebook features interactive online maps that showcase WSDOT’s work around the state and include graphs and data as well as links to additional online resources.
