Accountability - Navigating the Gray Notebook

The Gray Notebook (pdf 3.1 mb) is the Washington State Department of Transportation's quarterly performance and accountability report. Each edition features quarterly and annual updates on key agency functions and provides in-depth analysis of topics aligned with the agency's strategic plan emphasis.

The latest report for the quarter ending June 30, 2019, was published in August 2019 and features annual articles on bridges, fish passage, general hydraulic project approval permits and workforce development. Quarterly updates include incident response and Washington State Ferries.

Project delivery
Quarterly updates on the delivery of projects funded by the Connecting Washington transportation package, the 2005 Transportation Partnership Account package, the 2003 Nickel transportation funding package, and by Pre-existing Funds, appear in the Stewardship section in the beige pages.

The Gray Notebook is published quarterly in February, May, August, and November. It is subject to correction and clarification. Revisions will always be shown in the on-line version, and any subsequent print editions.

Policy goals
WSDOT's Statewide Transportation Policy Goals (pdf 3.8 mb) is an overview of the key performance indicators for five of the six policy goals. It shows the current and previous performance mark for each measure, and indicates which way the program is trending.

Gray Notebook Lite
Each edition also comes with a summary edition, called the Gray Notebook Lite (pdf 0.4 mb), which includes the publication's highlights in a format perfect for quicker reading. The Lite offers an overview of each edition, with a short synopsis of the primary topics. It is published as a four-page folio and includes WSDOT's Goals, Performance and Trends.

Performance Story Maps
The Gray Notebook features interactive online maps that showcase WSDOT’s work around the state and include graphs and data as well as links to additional online resources.
