Pavement preservation, safety and electric vehicles highlighted in WSDOT report

Gray Notebook performance report now available online

OLYMPIA – The most recent edition of the Washington State Department of Transportation’s quarterly performance report, the Gray Notebook, highlights annual reports on pavement, maintenance activities, electrical vehicles and environmental compliance.

Gray Notebook 76 (3.9 mb) covers the quarter ending December 31, 2019, and provides in-depth analysis on pavement conditions, how safe transit services are statewide, whether programs to increase plug-in electric vehicle usage are working, and how well WSDOT is maintaining its highways.

Key findings in this edition include:

  • Continued funding constraints in preservation have resulted in declining pavement conditions, and WSDOT must now make difficult infrastructure tradeoff decisions. For example, WSDOT plans to end its successful asphalt chip seal conversion program in 2021. The program was a cost-effective strategy to preserve pavement and is estimated to have saved the agency more than $160 million since 2010.
  • In 2018, there were three fatalities related to transit (buses, light rail trains, trolley buses and vanpools) in Washington state, a 57% decrease from seven in 2017. The transit-related fatality rate in 2018 was 0.02 per million miles during passenger service, a 60% drop from 0.05 in 2017.
  • At the end of 2019, 53,307 plug-in electric vehicle (EVs) were registered in the state, surpassing Gov. Jay Inslee's Results Washington goal of 50,000 registered EVs by 2020. This is a 24% increase in EV registrations from 42,878 in 2018 and a 222% increase from 16,579 in 2015.
  • WSDOT met 77% (20 of 26) of its highway maintenance asset condition targets for 2019—the same percentage as in 2018. Maintenance funding is not keeping pace with the increased needs associated with system additions from new construction projects, or the inflation-adjusted costs of construction materials and supplies like salt used for snow and ice control.
