All oversize and overweight permits are processed using an online program called the Electronic System Network for Oversize and Overweight Information (eSNOOPI). WSDOT offices, self-issuing companies as well as permit agents access this web-based program for processing of permits.
How do I register to be a self-issuer?
First-time users
CVS office offers an online self-issuer agreement and registration process. Carriers must complete the online registration form and must accept the "terms of service." The "terms of service" (pdf 56kb) can be printed for closer review.
If the user agrees to the conditions of the agreement, they will click on the "Accept and Sign up" button at the bottom. The user will receive a userID and password by e-mail with in a few minutes. This gives the user access to the permit program login. Once in the program, the user will be able to issue permits for their fleet. The permits are available 24 hours a day 7 days a week and printed on your personal computer.
The self-issued size and weight permit needs no special authorization other than registering to be a self-issuer, as outlined above.
The self-issued size and weight permit limits for single trip permits:
The tractor/trailer combination will be considered a tractor and trailing unit(s) which can include jeeps and boosters to distribute the weight. This permit is not valid for double trailers. (A separate permit type is available for double trailers which are not eligible for overweight.)
Any road and bridge restrictions are displayed on the single trip permit. The carrier must abide by the restrictions on the permit with no exceptions. Overheight clearances are the responsibility of the carrier not WSDOT.
The cost of the overweight permit is the same as if the self-issuer purchased the permit from a WSDOT office. There are no additional charges for self-issuing.

There are two ways to get an axle spacing report number:

This requires preferably the most recent version of Internet Explorer. All payment transactions must be made by credit card. The only credit cards authorized are Visa and Master Card.
Available Self-Issue Permit Types
Initially self issuing companies will be limited to the following types of permits:
Self-issuing companies have the ability to access reports of permits issued from their company. The permit program is available through the Internet 24 hours a day, 7 days a week.
It is the responsibility of the carrier to check restrictions prior to moving oversize loads. Carriers are also required to check the route for over height clearances prior to moving.
Permits are only valid for state routes; you must contact the local jurisdiction for approval to travel on city streets and county roads. It is also the responsibility of the carrier to know and follow the rules and regulations related to oversize loads.
This permit provides Washington State Licensing for three consecutive days to a vehicle in lieu of regular licensing. This allows 40,000 lbs. for single vehicle and 80,000 lbs. for combination vehicles. No more than three permits are allowed in a 30 day period. Trip permits cannot be used in lieu of tonnage for a vehicle currently licensed in Washington but can be used to increase current valid tonnage.
Two axle vehicles with a gross vehicle weight of 26,000 or less and are currently licensed in another state, have reciprocity and are not required to license in Washington. Reciprocity also covers trailers that have current licensing in other states.

Fuel Permit - 3 Day Permit (Department of Licensing Permit)
A fuel permit is required upon entering the State of Washington if the vehicle is diesel powered and over 26,000 lbs.

Single Trailer- Monthly and Annual
Legal semi-trailer length is 53 feet. This permit allows for semi-trailer/load up to 56 ft measured from front of trailer or load to the rear of the trailer or load whichever is longer. Load may be divisible or non-divisible. This permit is exempt from:

Double trailer legal length is 61 feet. This permit allows up to 68 feet measured from front of first trailer or load to the end of the last trailer or load whichever is longer. The load may be divisible or non-divisible. This permit is exempt from:

This permit allows a semi trailer to haul a non-divisible load up to 61 feet measured from the front of the load to the rear of the load. The rear overhang cannot exceed 15 feet measured from the rear trailer axle. This permit is exempt from:

Empty Apple Bins & Hay Bales - Monthly or Annual
This permit allows for the hauling of empty apple bins up to 15 feet high. This permit can be used in conjunction with the double trailer permit. These permits are not exempt from restrictions. Oversize signs are required. Routes do not guarantee height clearance.

Fixed Load 3 or 4 Axle - Monthly
This permit is an overweight permit for a vehicle with a weight that does not change such as cranes, cement pumping trucks and well drilling trucks. Fixed loads with 3 axles may be permitted up to 65,000 lbs. and fixed loads with 4 axles may be permitted up to 86,000 lbs. with appropriate wheelbases and tire sizes. An axle spacing report is required to issue a fixed load permit.
The legal capacity is what the unit is licensed for on the registration. Axle spacing report from Commercial Vehicle Services is required. Dimensions may be added to the permit without additional fees being charged.

Oversize/Overweight – Single Trip
This permit is an overweight permit for a vehicle with an oversize and or overweight non-divisible load. An axle spacing report is required to issue this permit. (Jeeps and boosters are considered part of the semi trailer).
Limitations:
• Height 16 ft.
• Width 16 ft.
• Trailer/load length 125 ft.
• Weight 200,000 lbs.
The fees are the same as an oversize/overweight load issued by a WSDOT office or agent.
