WSDOT's current cost to complete the 49 actual PEF projects advertised through the second quarter of the 2023-2025 biennium was about $906.5 million, approximately $77.7 million (9.4%) more than the original value of $828.8 million.

As of June 30, 2023, WSDOT's current cost to complete the 388 actual PEF projects advertised through the eighth quarter of the 2021-2023 biennium was about $3.0 billion, approximately $1.5 billion (94.9%) more than the original value of $1.5 billion.
WSDOT had 100 emergent and 47 emergency projects during the biennium. In response to the Governor's COVID-19 stay at home order, WSDOT directed a temporary construction suspension on most projects throughout the state. In addition, the project costs were further increased due to significant inflation factors. Delays in right of way acquisition increased right of way acquisition costs.
