WSDOT's current cost to complete the 118 actual PEF projects advertised through the fourth quarter of the 2023-2025 biennium was about $1.45 billion, approximately $265.6 million (17.9%) more than the original value of $1.19 billion.

WSDOT advertises 33 Pre-existing Funds projects in the third quarter of the biennium

WSDOT advertised 33 PEF projects during the quarter ending March 31, 2024. WSDOT's current cost to complete the 82 actual PEF projects advertised through the third quarter of the 2023-2025 biennium was about $1.19 billion, approximately $131.4 million (12.4%) more than the original value of $1.06 billion.

WSDOT advertised nine PEF projects during the quarter ending December 31, 2023. WSDOT's current cost to complete the 49 actual PEF projects advertised through the second quarter of the 2023-2025 biennium was about $906.5 million, approximately $77.7 million (9.4%) more than the original value of $828.8 million.

As of September 30, 2023, WSDOT's current cost to complete the 40 actual PEF projects advertised through the first quarter of the 2023-2025 biennium was about $581.5 million, approximately $53.1 million (10.0%) more than the original value of $528.4 million.

WSDOT advertises 43 Pre-existing Funds projects in the eighth quarter of the biennium

As of June 30, 2023, WSDOT's current cost to complete the 388 actual PEF projects advertised through the eighth quarter of the 2021-2023 biennium was about $3.0 billion, approximately $1.5 billion (94.9%) more than the original value of $1.5 billion.

WSDOT had 100 emergent and 47 emergency projects during the biennium. In response to the Governor's COVID-19 stay at home order, WSDOT directed a temporary construction suspension on most projects throughout the state. In addition, the project costs were further increased due to significant inflation factors. Delays in right of way acquisition increased right of way acquisition costs.

As of March 31, 2023, WSDOT's current cost to complete the 345 PEF projects advertised through the seventh quarter of the 2021-2023 biennium was about $2.4 billion, approximately $1.1 billion (82.5%) more than the original value of $1.3 billion.

This difference was primarily due to the large number of emergent projects during the biennium.
