Olympic Region Weekly Construction and Traffic Updates

The following Washington State Department of Transportation projects are expected to have some travel impacts. Motorists are encouraged to use caution when traveling in these areas and remember to “give ‘em a brake” in construction zones. PLEASE NOTE: Most activities are subject to good weather conditions and work plans are subject to weather-related adjustments.

Clallam County

CONSTRUCTION PROJECTS

SR 3, Multi-County Safety Improvement Project

This project provides improvements to SR 3, US 101, SR 104, SR 106, SR 300, SR 302, and SR 307 in Clallam, East Jefferson, Kitsap, Thurston and Mason counties. Improvements include installing guardrail, slope flattening, tree and stump removal, drainage installation, rumble strips and permanent signing installation.
EXPECT: No impact to traffic this week.

US 101, Blyn Vicinity Passing Lanes

Two passing lanes will be constructed on US 101 between Sequim and Port Townsend, providing opportunities for safer passing.
DAYS: Monday – Friday
TIME: 6:30 a.m. to 6 p.m.
DESCRIPTION: Clearing alongside the roadway and begin construction of passing lanes.
LOCATION: Both directions of US 101, Blyn vicinity, milepost 272.29 to 273.
EXPECT: Lane shifts. Intermittent flagger-controlled one-way, alternating traffic during tree removal. Delays of up to 15 minutes. The speed limit has been reduced through the project limits to 35 mph.

SR 112 Makah Reservation to US 101 Safety Project

Crews are installing guardrail, flattening slopes and posting new signs to improve safety on SR 112. Drainage improvements also will be made as part of this project and crews will install flashing beacons to alert drivers to a sharp curve. The work requires setting up traffic-control areas along this 62-mile highway that stretches west from US 101 to Neah Bay. Work began May 27, 2008 and the project is scheduled for completion in Oct. 2008.

DESCRIPTION: Guardrail installation, slope flattening and electrical installation.
LOCATION: Both directions of SR 112, Makah Indian Reservation to US 101, milepost 0.20 to 60.
EXPECT: Flagger- and pilot car- controlled one-way, alternating traffic. Delays of up to 15 minutes. Multiple work zones within the project limits. 
 
CLALLAM COUNTY MAINTENANCE
 
No maintenance activities that will impact traffic are scheduled this week.

Grays Harbor County

CONSTRUCTION PROJECTS

US 12, Wishkah River to Sargent Blvd. & US 101, C St. to Chehalis River Bridge – Grays Harbor County

This $2.5 million project, rehabilitates the pavement on US 12 in east Aberdeen and US 101 through Cosmopolis and South Aberdeen. The pavement rehabilitation consists of grinding the existing pavement in the travel lanes and inlaying with hot mix asphalt pavement. Other work includes reconstructing the sidewalk pedestrian crossings to install ADA compliant ramps, upgrading permanent signing and replacing pavement markings.

DESCRIPTION: Pavement grinding and inlaying on US 12 and adjustment of utilities on US 101.
LOCATION: Both directions of US 12, Wishkah River Bridge to Sargent Boulevard, milepost 0.13 to 1.71. US 101 C Street to the Chehalis River Bridge, milepost 80.67 to 83.62.
EXPECT: Single-lane closures on US 12 from Sargent Boulevard to the Wishkah Street Bridge.

US 101, Simpson Avenue Bridge Rehabilitation

A $9.2 million project to repair and replace mechanical, electrical and structural components on the US 101/Simpson Avenue Bridge was completed on April 30, 2008. Currently, crews are performing mechanical tests on the bridge.
EXPECT: No impact to traffic this week.

US 101, South of West Fork Hoquiam River Bridge to North of Boulder Creek Bridge, Safety

This $2.56 million project is located on US 101 north of Hoquiam, milepost 92.9 to 135.2. The project is 42.3 miles long and improves safety by upgrading guardrails and bridge rails, paving ruts and installing permanent signing. Work on this project should be completed by the end of October 2008.
DAYS: Monday – Friday
TIME: 7 a.m. to 5:30 p.m.
DESCRIPTION: Crews will install guardrail in isolated locations and place gravel along the shoulders. On Monday, crews are scheduled to pave seven small bridges scattered throughout the length of the project. This work is weather dependent.
LOCATION: US 101, Nielton to North Shore Road, milepost 122.5 to 128.63; and US 101, Polson Camp Road to Stevens Creek, milepost 102 to 112.
EXPECT: Expect pilot car-controlled one-way, alternating traffic.

US 101, West Fork Hoquiam River Bridge

This $3.6 million project replaces two aging bridges that cross the West Fork Hoquiam River, mileposts 98.13 and 99.5. The replacement project is scheduled for completion in spring 2009.
DAYS: Monday – Friday
TIME: 7 a.m. to 5:30 p.m.
DESCRIPTION: The detour bridges carrying traffic in the northbound lane on both bridges are complete. The contractor's crews are demolishing the southbound lanes on the existing bridges. Crews will then construct new southbound lanes. After this work is completed in late November, traffic will be shifted onto the newly constructed southbound lanes, while the northbound portions are built.
LOCATION: US 101, in the vicinity of mileposts 98 and 99.
EXPECT: The southbound lanes across both spans are closed. There are temporary signals directing one-way, alternating traffic at both locations, 24 hours per day, until late November. Drivers can expect up to five minute delays.

US 101, City of Cosmopolis Corridor Improvements

CONSTRUCTION PROJECTS

US 101, Uncas Road to Fuller Road and Dosewallips River to Jorsted Creek

This project paves two sections of highway on US 101 including the on- and off-ramps at SR 104. Guardrail will also be installed.

US 101, Walker Creek Bridge Replacement Project

This $3.1 million project replaces the existing timber span with a new concrete bridge near Brinnon, milepost 307. The new bridge is scheduled to be open to traffic by Dec. 2008.

DESCRIPTION: Construction of new bridge.
LOCATION: Both directions of US 101, Brinnon vicinity, milepost 307.
EXPECT: Signal-controlled one-way, alternating traffic 24 hours a day. Expect delays.

SR 104, Hood Canal Bridge Project

This $471 million construction project to replace the east-half and retrofit the west-half of the SR 104 Hood Canal Bridge continues. The west side vehicle pullout adjacent to the west bridge approach remains closed to public access. Pedestrian traffic is prohibited on the bridge and bicyclists are reminded to use extreme caution. Motorists traveling in the Hood Canal Bridge area can tune their radios to 530 AM for daily construction updates on the WSDOT Highway Advisory Radio system.

DESCRIPTION: 90-minute bridge closure for survey work.
LOCATION: Both directions of SR 104 at the Hood Canal Bridge. EXPECT: Significant delays.

Kitsap County

CONSTRUCTION PROJECTS

SR 16, Burley Olalla Interchange

This $24.3 million project improves safety by replacing the existing at-grade intersection of Burley Olalla Road and SR 16 with a grade-separated tight-diamond interchange.
DAYS: Monday – Saturday
TIME: Daytime: 6:30 a.m. to 6:30 p.m. Nighttime: 6 p.m. to noon
DESCRIPTION: Silt fence installation; clearing and grubbing and excavation work.
LOCATION: Burley Olalla Road, milepost 19 to 20.
EXPECT: Burley Olalla Road is now closed for the duration of the project. Motorists can expect shoulder closures in both directions of SR 16 through the work zone. Motorists can also expect single-lane closures on westbound SR 16 from 6 p.m. to noon. Nighttime work consists of single-lane and shoulder closures on eastbound SR 16 from 6 p.m. to 6 a.m. Speed limit on eastbound SR 16through work zone is 40 mph.

SR 3, Clifton Way

SR 166, Blackjack Creek Paving

This project on SR 166 in the vicinity of Port Orchard improves the pavement, provides sidewalk and installs ADA ramp.

DESCRIPTION: Pavement grinding, sign, sidewalk, ADA ramp installation and mainline paving.
LOCATION: SR 166, from the SR 16 intersection to Blackjack Creek, milepost 0.02 to 3.36.
EXPECT: Flagger-controlled one-way, alternating traffic during work hours and daytime shoulder closures. There will be a lane shift on Sidney Avenue for electrical installation.

SR 302/ 94th Street, Purdy vicinity

SR 304, Bremerton Tunnel

Work is under way to construct a 959-foot long tunnel connecting the Bremerton Transportation Center and SR 304, known locally as Burwell Street, milepost 2.57 to 3.51, near the Bremerton Ferry Terminal. The project includes pavement repair, installation of sidewalks, illumination systems, traffic signal systems and pavement markings, permanent signing, and construction of a new WSF administration building, toll collection booths and a toll booth canopy. A signed detour route, diverting traffic around the work zone using city streets, will be in effect for the duration of the project.

DESCRIPTION: Tunnel excavation, sidewalk installation, signals, electrical system and other work activities.
LOCATION: SR 304 through downtown Bremerton, milepost 2.57 to 3.51.
EXPECT: A detour moves traffic west of Pacific Ave. for ferry-vehicle loading. Ferry pickup and dropoff is located on 2nd St. Signing is now in place to restrict left turns for private vehicles from westbound Burwell St. to southbound Pacific Ave. except for transit. Access to the Kitsap Credit Union Parking garage and deliveries to the businesses south of 2nd Street on Washington and to 1st Street businesses is available using the transit deck and 1st St. Pedestrian access to 1st Street is available via a pedestrian bridge over the tunnel work at 1st Street and Pacific Avenue.

SR 305, Hostmark Street to Bond Road HOV Lanes

Work continues on this $14.9 million project designed to install high occupancy vehicle (HOV) lanes by widening a portion of SR 305 in Poulsbo between the vicinity of Hostmark Street and Bond Road, milepost 11.17 to 13.23. The project includes utility relocation, improvements to five separate intersections (Hostmark Street, Lincoln Road, Liberty Road, Forest Rock Lane and Bond Road) within the project limits, realignment of a 1,200-foot section of Dogfish Creek, and sidewalk and bicycle lane installation.
DAYS: Monday – Friday
TIME: All hours.
DESCRIPTION: Daytime roadside and shoulder work will take place in various parts of the project. Night-time paving, shoulder work and other activities.
LOCATION: SR 305, Poulsbo, milepost 11.17 to 13.23.
EXPECT: Flaggers, spotters and lane shifts.

This safety project builds an on-ramp from SR 3 to US 101 headed toward Hoodsport in Mason County.

This project replaces the existing timber-trestle bridge with a concrete structure that offers wider lanes and shoulders, increasing safety for motorists, bicyclists and pedestrians.

CONSTRUCTION PROJECTS

SR 704 Cross-Base Highway, Spanaway Loop to SR 7

Project 1 connects Spanaway Loop Road to SR 7, drastically improving safety and mobility. A new dual right-turn lane from Spanaway Loop Road to southbound SR 7 will ease back-ups during peak travel times.

TIME: Daytime: 6:30 a.m. to 3 p.m. Nighttime: 10 p.m. to 5 a.m.
DESCRIPTION: Clearing and grubbing, excavation for retention ponds and grading for noise wall.
LOCATION: SR 7 at Spanaway Loop Road.
EXPECT: Shoulder closures. Short, intermittent lane closures for falling trees and to allow construction vehicles access onto Spanaway Loop Road.

On Friday, October 10, crews will close 176th Street at SR 7 beginning at 9 p.m. The closure will remain in effect until 5 a.m. on Monday, October 13. This closure is necessary so the contractor can build the new connection from SR 704 to SR 7.

I-5, South 48th Street to Pacific Avenue HOV

Work continues on this $72.9 million project to improve safety and move traffic on Interstate 5 between South 48th Street and Pacific Avenue, milepost 131.19 – 133.69. Once complete, this project will provide a new multi-lane northbound collector/distributor road with a new northbound exit to I-705, and an improved merge from SR 16 onto northbound I-5. The Tacoma Avenue, Yakima Avenue and Delin Street bridges are being replaced by two new bridges constructed to modern standards; a new Yakima Avenue overpass opened in Feb. 2008, and new combined Tacoma Avenue/Delin Street overpass opened in March 2008.
EXPECT: No impact to traffic this week.

I-5 Olympia Arterial Traffic Management Project

The project installs traffic management cameras at four locations on I-5 in and two locations on surface streets in Thurston County (Union Avenue/Plum St.; I-5/Eastside St.; I-5/Sleater Kinney Rd.; Martin Way/Sleater Kinney Rd.; Martin Way/College Street; and I-5/Martin Way.
EXPECT: This project will have no impacts to traffic in Pierce County this week.

SR 7 and 8th Avenue

SR 7, Eatonville Cutoff Road to Roy Wye Paving

The $3.9 million project to improve an 11-mile section of SR 7, known locally as the Mountain Highway, between the Eatonville Cutoff Road in Kapowsin and the junction with SR 507 in Spanaway is under way. Work includes pavement repair, guardrail upgrades, adjusting drainage structures, junction boxes and valve boxes, and installation of centerline rumble strips, recessed pavement markers, flexible guide posts, striping and permanent signing.

DESCRIPTION: Pavement removal and excavation for future sign bridge.
LOCATION: SR 7, between Weiler Road and 288th Street.

SR 16 Westbound Nalley Valley Pre-Construction Sanitary Sewer Relocate Vic. S. Tacoma Way & S. Hosmer Street

This project relocates a sanitary sewer line in preparation for the upcoming Westbound Nalley Valley project.

SR 99/59th Ave. Ct. E, Emerald Queen Casino

This developer-funded project provides roadway/intersection construction which includes widening SR 99 from milepost 0.32 to 0.55, as well as a new south leg to the SR 99/59th Ave Court East intersection. Work includes: miscellaneous removals, paving, curb and gutter, pavement markings, permanent signing, installation of a new traffic signal/illumination systems at the SR99/59th Avenue Court East intersection, modified and new storm drainage systems, erosion control, traffic control, and miscellaneous work.
EXPECT: No impact to traffic this week.

SR 99, Holiday Motor Homes

SR 167, Eastbound Ramp Safety Project

This safety project that realigns the on- and off-ramps at the SR 161/SR 167 interchange. The realignments, coupled with upgraded traffic signal systems at this intersection, are designed to improve traffic flow and reduce collisions.

Starting Monday, May 12, the speed limit decreased from 70 mph to 60 mph on a 12-mile stretch of I-5 between the Lewis/Thurston county border and Tumwater, milepost 85.73 to 97.33, where WSDOT and contractor Scarsella Brothers, Inc. is widening the freeway and building new bridges through fall 2010.
DAYS: Monday – Friday
TIME: 8 p.m. to 6 a.m.
DESCRIPTION: Pavement repair and striping, brush burning and installation of temporary illumination.
LOCATION: Both directions of I-5, Scatter Creek Rest Area vicinity, milepost 86.93 to 96.21.
EXPECT: Single-lane closures and intermittent rolling slowdowns. The Maytown Rest Area has no running water and only portable restrooms are available.

I-5 McAllister Creek Bridge Repair

Olympia Arterial Traffic Management Project

DESCRIPTION: Sign bracket installation for Variable Message Sign. LOCATION: Northbound I-5 at Tumwater Boulevard, milepost 101.
EXPECT: Single-lane closures begin at 7 p.m., Monday through Thursday, and at 9 p.m. on Friday. Double-lane closures begin at 10 p.m., Monday through Thursday, and at 11 p.m. on Friday. Motorists can also expect daytime shoulder closures in the area.
