Online Permitting System

All oversize and overweight permits are processed using an online program called the Electronic System Network for Oversize and Overweight Information (eSNOOPI). WSDOT offices, self-issuing companies as well as permit agents access this Web-based program for processing of permits.

Self-issuer permit types

CVS office offers an online self-issuer agreement and registration process. Interested carriers must complete the online registration form and must accept the "terms of service." The  "terms of service" (pdf 56kb) can be printed for closer review.

If the user agrees to the conditions of the agreement, they will click on the "Accept and Sign up" button at the bottom. The user will receive a userID and password by e-mail with in a few minutes. This gives the user access permitting program login screen. Once in the program, the user will be able to issue permits for their fleet. The permits are available 24 hours a day 7 days a week and printed on your personal computer.

The self-issued size and weight permit needs no special authorization other than registering to be a self-issuer, as outlined above. 

The self-issued size and weight permit limits for single trip premits:

  • 16 feet wide
  • 16 feet high
  • 125 feet trailer load length
  • 200,000 lbs. gross weight
  • Limited to tractor/trailer combinations (including jeeps and boosters)
  • An axle spacing report number is required for a weight permit

The tractor/trailer combination will be considered a tractor and trailing unit(s) which can include jeeps and boosters to distribute the weight. This permit is not valid for double trailers. (A separate permit type is available for double trailers which are not eligible for overweight.)

Any road and bridge restrictions are displayed on the single trip permit. The carrier must abide by the restrictions on the permit with no exceptions. Overheight clearances are the responsibility of the carrier not WSDOT. 

The cost of the overweight permit is the same as if the self-issuer purchased the permit from a WSDOT office. There are no additional charges for self-issuing. 

How do I get an axle spacing report number?

There are two ways to get an axle spacing report number:

  1. Print out the Axle Spacing Report for Overweight Permits form, fill it out, then fax it to the CVS office to process. Your report will be sent to you to use for future weight permits.
  2. Calculate your axle weight with the  Axle Spacing Report Calculator. (xls 46kb) This will create an axle spacing report number for the configuration calculated. The calculator will not calculate configurations beyond 200,000 lbs.   

Computer and Payment Requirements

All that is needed is access to the Internet with a high-speed cable connection and browser, Internet Explorer 5.0 or newer. All payment transactions must be made by credit card. The only credit cards authorized are Visa and Master Card.


Agents

Private businesses can become permit agents to issue State of Washington oversize and overweight permits. A one-day initial training program, signing a user agreement, and taking an online refresher training every 2 years is all that is required to allow agents to issue permits to trucking companies. 

How do I register to be an Agent?

WSDOT is not accepting new agents.

What permits can an Agent issue?

The permits are listed on WSDOT's Commercial Vehicle Services (CVS) Web page under Permit Types and Applications . There are currently 23 agents inside Washington as well as outside the state.

Once initial training is completed and an agreement signed, a login and password will be assigned to use at the eSNOOPI login screen.

WSDOT has an expectation that an Agent will issue at least 30 permits in a 3 month period. If the total permits issued by an agent fall below 30 permits in a 3-month period, the agent will be subject to having their access to the permit system terminated.
