2020 Eastern Region Chip Seal
Highway: US 2, US 395/I-90 Interchange, SR 20, SR 270, SR 23, SR 27, SR 231 Region: Eastern County: Lincoln, Stevens, Spokane, Pend Oreille, Whitman & Adams
Description: Construction of Bituminous Surface Treatment (BST), removing existing overlay from bridge decks, bridge deck repair, waterproof membrane, planing bituminous pavement, crack sealing, Hot Mix Asphalt (HMA) for pavement repair, pre-level. Crushed Surfacing Base Course (CSBC), Crushed Surfacing Top Course (CSTC), centerline rumble strips, fog seal, pavement markings, guardrail, guideposts, traffic control.

2020 Eastern Region Strategic Pavement Preservation 
Highway: US 395, SR 902, SR 25, SR 231, SR 211 Region: Eastern County: Adams, Lincoln, Pend Oreille, Spokane, Stevens
Description: Strategic maintenance on various State Routes within Eastern Region, where the pavement is in poor condition, to preserve the roadways. Activities will include crack sealing and pavement repair.

Adams

US 395 - Franklin Co Line to Lee Rd SB Lanes - Paving
Highway:
US 395 Region: Eastern County: Adams  Location: MP 61.24 to MP 72.36 (SR 26 MP 60.80 to MP 61.58)
Description: Rehabilitates 11.1 miles of the existing asphalt pavement on US 395 by grinding and placing 0.15 foot depth of asphalt on the driving lanes and shoulders.  Rehabilitates 0.8 miles of the existing asphalt pavement on SR 26 by grinding and placing 0.15 foot depth of asphalt on the driving lanes.  (45 working days)

  • Work Schedule: All contract work is complete. The contract is on suspension awaiting the contractor's plan for bump repair.  Speed restrictions have been removed.

Ferry

SR 21 - West Fork Sanpoil Bridge Replace Structure (MP 145.6)
Highway: SR 21 Region: Eastern County: Ferry Location: MP 145.6
Description: Earthwork, removing and relocating the temporary Bailey Bridge, removing the existing bridge and installing a new bridge with wing walls, paving with HMA, stream channel excavation and in water stream work, rock and boulder placing, wood material placing and other items.

  • Work Schedule: The work to complete the ultra-high-performance concrete to close the gaps between girders has been performed. Landscape maintenance to the southwest quadrant is being done this summer. The bridge approach slabs are complete and the east side barrier has been poured and is curing. A temporary traffic signal has been set up in order to build SR 21 on the north and south sides of the bridge. The new bridge on SR 21 is set to reopen on Oct. 5. The WWII Bailey Bridge will begin removal on Oct. 5. When the bridge reopens, drivers will still be using a single lane until construction is complete.

Lincoln

SR 21 - Keller Ferry Terminal and Pontoon Replacement (MP 106.65)
Highway: SR 21 Region: Eastern County: Lincoln/Ferry Location: MP 106.65
Description: North and south Keller Ferry terminals, replace pontoons, decking, railing and anchors.

  • Work Schedule: The contractor will possibly be back on site to finish punchlist items at the end of September.

Spokane

I-90 - Barker Road Interchange Improvement

Description: Construct a roundabout at each of the eastbound and westbound ramp terminals (55 working days)

  • Work Schedule: Remaining work will happen during nighttime hours from 7 p.m. to 5 a.m. By Sept. 25, all work except electrical and seeding will be complete. Seeding is scheduled for Oct. 1 through 3. Electrical work will be scheduled once materials arrive.

I-90 - Harvard Road Interchange Improvement

Description: Widening the structure over I-90 to add a northbound lane and realigning the westbound I-90 on-ramps to create better merging.

I-90 - Medical Lake/SR 902 Interchange Improvements (MP 272.81)
Highway: I-90/SR 902 Region: Eastern County: Spokane Location: MP 272.81
Description: Reconstruction of the intersections at the eastbound and westbound ramp terminals. This will replace the current intersections with roundabouts. Replacement and relocation of the intersection of SR 902 and Geiger Blvd. with a roundabout. Construction of a new bridge structure parallel to the existing overpass at I-90.

  • Work Schedule: The bridge barrier is being formed and poured. This work will be completed next week. Installation of curbing, signage, and electrical at the intersection south of I-90 is ongoing. Temporary bypass lanes are currently in place to shift traffic around the roundabout at the intersection of the eastbound I-90 ramps and SR 902. There will be a single-lane closure on Saturday, Oct. 3, from 3:30 a.m. to 10:00 a.m. The eastbound off-ramp will completely close beginning Friday, Oct. 2 at 7 p.m. and will reopen at 5 a.m. Monday, Oct. 5. During this time, the off-ramp paving will be completed and the new roundabout will be paved. A detour will be in place at exit 270 directing traffic north on Craig Rd. and back to the interchange on SR 902/ Medical Lake HWY.

I-90 - Lincoln Co. to BNSF RR Bridge - Roadside safety

I-90 - Sprague Ave I/C to Argonne Rd I/C - Paving

I-90 - US 2 Garden Springs to Broadway Ave - Ramp Meters (MP 279.79 to 282.54)
Highway: I-90 Region: Eastern County: Spokane Location: MP 279.79 to MP 282.54
Description: This project improves various I-90 ramps by furnishing and installing: ITS ramp meters and other ITS components, constructing foundations for ITS standards, pavement markings, permanent signing, bridge-mounted sign brackets, traffic curb, concrete barrier, guardrail and guardrail anchors, irrigation system repairs, seeding and fertilizing.

  • Work Schedule: At Walnut and Hamilton crews will be pulling wire. At Monroe and Division Street crews will be pulling wire and setting cabinets. At Browne Street, crews will be pulling wire, setting cabinets, and installing signs.

North Spokane Corridor-US 395/Columbia to Freya (MP 161.1 to 162.3)
Highway: US 395 Region: Eastern County: Spokane Location: MP 161.1 to 162.3
Description: Construct mainline NSC from Freya to Columbia. The contractor received test results for the contaminated material and has determined an area of removal. Concrete paving has been completed, including all ramps. The contaminated soil has been removed and the Department of Ecology has approved the backfill process to take place.  The north roundabout on Freya has been striped per plan with yellow chevrons.

North Spokane Corridor-US 395/NSC BNSF 2nd Railroad Realignment
Highway: US 395 Region: Eastern County: Spokane Location: NSC MP 159.06 - 160.59
Description: Construction of two railroad structures, BNSF shoofly, retaining walls, clearing, and grubbing, roadway excavation and embankment, HMA paving, installing curb and sidewalk plus utility work.

  • Work Schedule: Crews will work on mainline excavation and embankment. On the ESL bridge crews will continue with rebar for the center column, pouring of crossbeams and forming abutments 3 & 4. Hours are Monday through Friday, from 6 a.m. to 6 p.m.

SR 290 Spokane River E. Trent Bridge - Replace Bridge (MP 0.74 to 0.95)
Highway: SR 290 Region: Eastern County: Spokane Location: MP 0.74 to MP 0.95
Description: This project will remove and replace the existing bridge along with full-depth roadway reconstruction, utility adjustments, and upgrades, illumination, infiltration pond grading, stormwater upgrades, cement concrete ramps, and traffic island construction.

  • Work Schedule: Crews will continue building vibration monitoring and drill shafts for pier 1. On pier 2, crews will tie column rebar cages, CSL testing, splice the column, and form, pour and strip the column. Work scheduled Monday - Thursday 5 am - 3:30 pm

Stevens

SR 231 - Emergency Slide Repair
Highway:
I-90 Region: Eastern County: Stevens Location: MP 74.31 to MP 74.51
Description: Emergency contract. Stabilize the slope and rebuild the southbound section of the road that is experiencing failure. Reduce the risk of future slides and roadway closures.

  • Work Schedule:  SR 231 is now fully closed just south of the junction with US 395 down to Waitts Lake Road. Remaining work includes HMA (Hot Mix Asphalt) paving, guardrail and paint, which is scheduled for the week of Sept. 28. The roadway is anticipated to reopen on Oct. 6.

Whitman

PCC Railroad Structure Rehabilitation and Replacement
Highway: Near US 195 Region: Eastern County: Spokane & Whitman 
Description: Rehabilitate bridges at MP 10.5 & 28.4, replace bridge at MP 29.48 and replace bridge at MP 23.89 with a culvert. This project involves roadway excavation, embankment compaction, scour repair and temporary stream diversion, driving steel piles, timber stringers, railroad ballast, treated timber superstructure and steel superstructure.

  • Work Schedule: Crews will be seeding the week of Sept. 28. The track bridge shut down will not affect vehicular traffic.

PV Hooper Track Improvements
Highway: Near SR 26 Region: Eastern County: Adams & Whitman 
Description: Hooper railroad line at MP 25.79 to 41.60. This project replaces ties, rail, and OTM, places ballast, track and restores ditches.

  • Work Schedule: Possibly seeding. Monday - Friday, 6am - 6pm.

Washington State Rural Rail Rehabilitation
Highway: Near SR 26, US 2, US 195 Region: Eastern County: Lincoln & Whitman
Description: Improves three branches of the PCC Railway System. The Hooper Branch consists of replacing ties, placing ballast, surfacing, ditching, surfacing turnouts, and crossing rehabilitation. The CW Branch consists of replacing ties, placing ballast, surfacing, rail and OTM replacement, rehabilitation, and replacement of turnouts and crossings. The P&L Branch consists of replacing ties, placing ballast, surfacing, replace crossing and surfacing turnouts, rehabilitation of two timber structures, and replacing eight structures.

  • Work Schedule: Hours of work are Mon - Fri, 7am - 4pm. On the P&L track, crews are removing old ties and will be working on surface lines and performing work at various crossings. On the CW track, crews are staging materials, replacing materials and working at various crossings.
