What is the Executive Steering Group

The Oregon and Washington departments of transportation are convening the 12-member steering group to provide regional leadership recommendations on key program issues of concern to the community. Members of the ESG include representatives from the 10 bi-state partner agencies with a direct delivery or operational role in the integrated, multimodal transportation system around the Interstate Bridge, as well as a community representative from each state. The two community representatives will also serve as the interim co-chairs of the Community Advisory Group once it is convened. 

The members of the ESG include the following representatives:

  • TriMet: Doug Kelsey, General Manager 
  • C-TRAN: Shawn Donaghy, CEO 
  • Oregon Metro: Lynn Peterson, Council President 
  • Southwest Washington Regional Transportation Council: Scott Hughes, Board Chair
  • City of Portland: Ted Wheeler, Mayor
  • City of Vancouver: Anne McEnerny-Ogle, Mayor  
  • Port of Portland: Kristen Leonard, Chief Public Affairs Officer  
  • Port of Vancouver: Julianna Marler, CEO   
  • Interim Community Advisory Group Co-chair (WA): Lynn Valenter
  • Interim Community Advisory Group Co-chair (OR): Ed Washington

Public meetings

In an effort to follow the states’ social distancing guidelines for slowing the spread of COVID-19, all ESG meetings will be hosted virtually using Zoom until further notice. Meetings will also be livestreamed on YouTube and offer a call-in option for participants without internet access.

    Public input is welcomed for each ESG meeting and can be shared via email, phone or online during the meeting:

    • Email comments to info@interstatebridge.org with "ESG Public Comment" in the subject line.
    • Call 360-859-0494 (Washington), 503-897-9218 (Oregon), or 888-503-6735 (toll-free) and state "ESG Public Comment" in your message.
    • Facilitators will provide an opportunity for online participants to give input during the meeting. For online Zoom meetings, when the facilitator asks for public comments, please use the “raise hand" function to indicate that you would like to speak (learn more about how to use the "raise hand" function in Zoom).

    Written or verbal comments received at least 48 hours prior to a meeting will be provided to committee members in advance of meeting. All written and verbal comments received prior to or at the meeting will be included in the meeting summary.
