Project overview
Crews working for WSDOT will replace over 100 Portland Cement concrete panels (PCCP) on Interstate 5 in King, Snohomish, Skagit and Whatcom counties and about 40 panels on I-90 in King County. This work will increase the longevity of the roads by strategically replacing failing concrete panels.
What to expect
When construction begins in spring 2027, highway users can expect nighttime ramp, single and double lane closures, as well as full directional closures. Dates for closures have not been determined.

In 2027, we plan to replace nearly 150 concrete panels on I-5 and I-90 in King, Snohomish, Skagit and Whatcom counties. Concrete panels have deteriorated over time. Many now have a patchwork of repairs to fill potholes, ruts and cracks. Strategic panel replacement will extend the service life of these roads and provide a smoother trip for highway users.
On I-90, about 40 panels will be replaced in spot locations along westbound I-90 from 424th Avenue Southeast in North Bend (milepost 31.77) to 270th Avenue Southeast (MP 20.22) just east of Issaquah.
On I-5, about 110 panels will be replaced in spot locations northbound and southbound in two major areas: Federal Way to Shoreline and Stanwood to Bellingham.
- In the King County area, select panels will be replaced from Federal Way just north of South 375th Street (MP 140.29) to Shoreline just south of 244th Street Southwest (MP 177.65)
- In Snohomish, Skagit and Whatcom counties, select panels will be replaced from Stanwood just north of 269th Street Northwest (MP 213.73) to Bellingham just south of Iowa Street (MP 253.55).
