Innovative Partnerships - Partnering to improve the Anacortes Ferry Terminal

Request For Letters of Interest

Attention Developers and Potential Retail Partners! WSDOT is requesting letters of interest and ideas for developing government-owned land at the 35-acre Anacortes ferry terminal site. See the resources below for details. Responses are due February 28, 2020.

What do you want for your terminal site?

The Washington State Department of Transportation (WSDOT), in partnership with the Port and City of Anacortes, is exploring innovative public-private partnerships to enhance the 35-acre ferry terminal site in Anacortes, which serves communities in the San Juan Islands and Vancouver Island, British Columbia. We want to hear your ideas, priorities and needs regarding potential commercial opportunities on the ferry terminal property!

The existing terminal building needs to be replaced

The existing terminal building is more than fifty years old, undersized and in deteriorating condition. A new or enhanced facility would improve efficiencies and meet current safety, security, seismic, and accessibility requirements. WSF’s 2040 Long Range Plan identifies terminal building improvements in 2025-2027 but no funding is yet secured.

Innovative partnerships combine strengths, resources

Through a proviso in the 2018 transportation budget, WSDOT is exploring potential public-private partnerships to generate revenue for the ferry terminal site through commercial ventures. Innovative partnerships combine the resources and strengths of both the private and public sectors and benefit the surrounding community while improving existing transportation infrastructure.

Ensuring value to the community

WSDOT is taking a holistic and creative approach to this redevelopment project by reaching out to ferry riders, the Anacortes and San Juan Islands communities, and Indian Tribes to ensure potential partnership opportunities meet their needs while also ensuring economic vitality. Feedback generated by ferry passengers, the community, and stakeholders will guide the development of a solicitation package to generate interest and ideas from developers.
