Federal funding

Title IV of the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), division M, Pub. L. 116-260, enacted on December 27, 2020, appropriated an additional $10,000,000,000 for Highway Infrastructure Program (HIP). After $170 million in set asides and takedowns, the Act apportioned $9.83 billion for activities eligible under the Surface Transportation Block Grant Program (section 133(b) of Title 23, U.S.C. (Section III.A.). Such funds may also be used for Special Authority purposes (PDF 368KB) described below.

The Governor’s office and Legislature directed the CRRSAA-HIP funds primarily to the highway fish barrier removal investment with the $143 million of the any area of the state funding going to this purpose and the remaining $25 million based on population will be distributed to the locals based on current processes.

Below are the detailed requirements for the CRRSAA funds:

• Eligible activities – In addition to activities eligible under the Surface Transportation Block Grant Program 23 USC 133(b), CRRSAA funds only may be used for
  1. Costs related to preventive maintenance, routine maintenance, operations, personnel, including salaries of employees (including those employees who have been placed on administrative leave) or contractors, debt service payments, availability payments, and coverage for other revenue losses.
  2. A State may transfer funds to State, multi-State, international, or local public tolling agencies that own or operate a tolled facility that is a public road, bridge, or tunnel, or a ferry system that provides a public transportation benefit, and that was in operation within their State in fiscal year (FY) 2020 for costs related to operations, personnel, including salaries of employees (including those employees who have been placed on administrative leave) or contractors, debt service payments, availability payments, and coverage for other revenue losses of a tolled facility or ferry system.

  • CRRSAA(UL) – Over 200,000 population
• No local match required
• Funds must be obligated by September 30, 2024, or the funds lapse
