Notice of proposed awards

We are pleased to announce Round 1 of the National Electric Vehicle Infrastructure (NEVI) Program. WSDOT is awarding a total of $12.16 million in federal funding to five companies to install, operate, and maintain a total of 96 direct current fast charging (DCFC) ports along interstates and US highways designated as alternative fuel corridors. Round 1 Awards are for projects along I-90, I-97, US 195, and US 395.

NEVI-funded projects will expand our EV footprint

These projects will expand the state’s EV footprint within 25 miles of the Idaho and Oregon state lines and within 50 miles of the Canadian border and will meet EV drivers’ demand for convenient and affordable fast charging services. Each NEVI-funded DCFC station will have a minimum of four 150 kilowatt (kW) Combined Charging System connectors and a minimum total station power of 600 kW.

These grant awards will deliver:

  • Electric Vehicle charging in 14 Communities.
  • EVSE assets to provide charging across 528 miles of highway.
  • Ninety-six (96) Combined Charging System (CCS) ports for EVSE service.
  • Accelerated and seamless development EV charging along I-90.

WSDOT’s Innovative Partnerships Office released the Round 1 notice of funding opportunity and grant application guide on October 7, 2024. This competitive solicitation was open to all types of organizations registered to conduct business in Washington including for-profits, non-profits, government agencies, and other entities. Due to a federal pause in funding, the program was put on hold for several months.

WSDOT received 49 applications totaling $44,341,330 in grant requests. These applications were reviewed and scored by a panel of experts from WSDOT, the Department of Enterprise Services, the Department of Ecology, and the Utilities and Transportation Commission. The evaluation criteria included Project Team Qualifications, Experience and Approach (30 points), Approach and Understanding of Requested Services (30 points), Site Characteristics (60 points), Future Proofing, Innovation and Resiliency (20 points), Community Outreach (10 points), Value Added Items (10 points), and Cost Proposal (20 points).

Table 1, Notice of Proposed Awards (NOPA), identifies the apparently successful applicants and the recommended funding level of awardees. WSDOT will email this NOPA to all parties that submitted an application through the solicitation and post the table on the NEVI website. Figure 1 displays the NEVI Round 1 award site locations.

Funding of proposed projects resulting from this solicitation is contingent upon successful negotiation with applicants to finalize the project scope and grant agreement. No agreement between WSDOT and the apparently successful awardee is in effect until the agreement is signed by both the grant recipient and WSDOT’s representative. Apparently successful awardees may not release informational pamphlets, press releases, and/or similar public notices concerning this project without obtaining prior written approval from WSDOT.
