In the summer of  2017, contractor crews working for the Washington State Department of Transportation will resurface nearly 13 miles of pavement on State Route 4, between Kandoll Road and east of Ingalls Road.

The asphalt on several portions of SR 4 are nearing the end of their useful life and this work is necessary to help preserve the road for the next several years. 

Crews will also replace an 18 inch concrete and metal culvert under the highway, near Loop Road. Culverts collect water runoff and help prevent water from settling under the surface of the roadway. 

What can drivers expect?
Drivers should plan ahead for single-lane closures, with up to 20 minute delays.

Why is WSDOT chip sealing SR 4 through Cowlitz and Wahkiakum Counties and replacing a culvert?
Chip sealing preserves the integrity and life of deteriorating roadway by applying a Bituminous Surface Treatment (BST) seal coat of oil and gravel (chips) to the existing pavement. Restoration is necessary before the underlying road structure is damaged, requiring a much more expensive rebuild.

The pipe used to construct the old culvert is corroded and no longer directing water away from a nearby slope. The new culvert will be made of thick, heavy plastic, which will last longer and reduce long-term maintenance costs.

The End Result

A new driving surface that protects the underlying roadway, and a new culvert that will  help preserve the integrity of the highway.

  • Final total cost of this project $1.2 million. 

The project cost is part of a larger construction contract for resurfacing work on SR 4, SR 411 and SR 432  through Cowlitz and Wahkiakum Counties.
