Tribal Transportation Planning Organization

Since 1993, the Washington State Department of Transportation (WSDOT) has met with tribes annually to address mutually identified transportation issues.  At the 2003 Tribal/State Transportation meeting the TTPO was formally established.

The purpose of the organization is for tribes to take an active role in statewide transportation planning by providing a forum to discuss and participate in tribal transportation system needs and opportunities.

Tribal Transportation Data Project
WSDOT initiated the Tribal Transportation Database Project in February 2005. The purpose is to document the transportation needs and road systems of the 29 federally recognized Indian Tribes in Washington State.

Tribal Transportation Planning Organization Bylaws (pdf 25 kb)
On July 29, 2004, adoption of the Tribal Transportation Planning Organization Bylaws occurred. The Bylaws stipulate the TTPO promote tribal transportation planning in Washington State and foster intergovernmental cooperation and coordination. The Bylaws also specify the TTPO will provide a forum for the advancement of professional skills and knowledge among transportation professionals employed with Indian governments and encourages effective use of planning principles, cooperation, and education among transportation agencies at the local, regional, state, and federal level.

Transportation Guide for Indian Tribal Governments—January 2004 (pdf 607 kb)
This guide serves as a tool to assist tribal governments and agencies in understanding transportation related funding, planning, rules and regulations, and processes. This guide is especially oriented towards transportation issues and concerns of tribal governments.

NCHRP Synthesis 366, Tribal Transportation Programs (pdf 1.11 mb)
This synthesis provides information in determining the state of tribal transportation programs, and the steps needed to assist tribes in developing the capacity to effectively perform and manage transportation-related functions. The study identifies innovations and model practices among tribal transportation programs. Overall, 30 tribes of all sizes from across the nation were chosen for surveying and study; at least one from every state with a large number of tribes.
