Reporting to the Secretary of Transportation, the OEO Director provides statewide direction of department programs relating to internal and external civil rights, which include Affirmative Action, Discrimination Complaint Investigations, Americans With Disabilities Act, Diversity Training, Disadvantaged Minority/Women Business Enterprises (DMWBE), Equal Employment Opportunity (EEO), On-The-Job Training (OJT), and Title VI programs.

Represents the Department and provides liaison with the Federal Highway Administration (FHWA), Federal Transit Administration (FTA), Federal Aviation Adminstration (FAA), Equal Employment Opportunity Commission (EEOC), Washington State Human Rights Commission (HRC), and other regulatory agencies involved in the administration of the department’s civil rights programs.
