Purpose

WSDOT Aviation and consultant Wilbur Smith Associates (WSA) are currently developing a State-Managed Airports Operating Handbook. The handbook will document policies, performance measures, and guidelines for maintaining and operating the system of 17 state–managed airports. This effort represents a continuation of the overall planning effort for the state-managed airports that started with the recently-completed State-Managed Airport Study. 

Background

The State-Managed Airports Handbook is a continuation of WSDOT Aviation’s overall planning effort that began with LATS at the state aviation level, progressed to the state-managed airports level with the State-Managed Airport Study, and has continued on to the state-managed airport operations level. All are part of the overall WSDOT Aviation planning continuum and all are designed to interface and complement each other.

Components


This handbook is divided into two primary sections. This first is comprised of an overview of WSDOT Aviation; its recent planning efforts, including the state-managed airport system plan; and a review of the state-managed airports themselves. The second section will comprise the actual Airport Operating Handbook, a “hands on” manual that outlines the guidelines for typical airport operations within the WSDOT-managed airport system. This handbook is divided into five sections detailing the following:

  • Airport Safety Guidelines
  • Airport Maintenance Guidelines
  • Airport Construction Guidelines
  • Airport Planning Guidelines
  • Airport Management Guidelines


Project Goals

  • Communicate and provide updates to the public about the handbook and receive input.
  • Identify management objectives, standards, operating procedures and policies.
  • Define the purpose and role of the state-operated airport system through the independent assessment.
  • Conduct a detailed assessment of existing facilities.
  • Standardize airport operating agreements.
  • Integrate with the current statewide system plan effort LATS.

Key Dates

  • March 2007: Project Kick-off
  • June 2007: Release of independent assessment
  • August 2007: Policy and performance objectives
  • September 2007: Study Advisory Committee meets
  • October 2007: Recommendations for best management practices
  • November 2007: First LATS Aviation Planning Council meeting
  • January 2008: Final draft policy and management strategies completed
  • April 2008: Public review and presentation to LATS Aviation Planning Council
  • July 2008: Aviation Planning Council initiates 30-day public review/comment on draft statewide policies
  • September 2008: Begin State-Managed Airports Handbook
  • July 2009: Aviation Planning Council submits final recommendations
  • September - October 2009: Public comment on State-Managed Airports Handbook
  • November 2009: Final State-Managed Airports Handbook
