2009 -  WSDOT awards $900,000 in 2009 Airport Improvement grants

The Washington State Department of Transportation announced the award of $900,000 in Local Airport Aid grant funds to 35 airports, accounting for 41 different projects. This is the first round of airport grants that WSDOT has awarded during the 2009 – 2011 biennium.

Despite a significant projected decline in aviation revenues, WSDOT's Aviation program was able to use approximately $280,606 to leverage $11 million in federal funds, bringing the combined state, local and federal grand total to more than $12.4 million.

Exact grant amounts are subject to change according to final project bid totals.

WSDOT's grant program is funded through an 11-cent-per gallon fee on aviation fuel, along with aircraft registration fees.

WSDOT anticipates awarding a similar amount during its second round of 2009-2011 Local Airport Aid grants in April 2010. The department will solicit applications for that round during February and March 2010.

2008 - WSDOT Awards $1.1 Million Towards 2008 Airport Improvement Projects

In its second round of grants during the 2007-2009 biennium the Washington State Department of Transportation (WSDOT) Aviation has targeted 69% of the grant awards to pavement projects. In this second round of grants WSDOT Aviation awarded over $1.1 million in grants to 34 airports for 56 different projects. Even better - of that $1.1 million, WSDOT is using approximately $477,000 to leverage $16.7 million in federal funds. Airports also contribute a required 2.5% local match to federal funds for their specific projects. Therefore, the combination of state, federal and local match funds brings the grand project total for this round of grants to nearly $19 million.

Priority on Pavement 

Consistent with other grant rounds, WSDOT focused most of its funds - approximately $781,030 - towards pavement projects at Washington airports. As revealed in the most recent Airport Pavement Management System report, 23% of Washington airport pavements have deteriorated to the point where costly reconstruction or even rehabilitation is needed. For the rest of the airport pavements, preventative maintenance is required to avoid such costly repair. Through its grant program, WSDOT aims to fund more crucial pavement projects in order to benefit the state's overall air transportation system.

WSDOT does not anticipate that a third round of grants will be offered this biennium, as has been the case the previous two biennium. The department will next solicit applications for the 2009-2011 bienniums’ first round of grants during April and May 2009.

2007- WSDOT to Fund $1.3 Million in 2007 Airport Improvement Projects

The 2007-2009 biennium is off to a good start with the Washington State Department of Transportation (WSDOT) Aviation awarding $1.3 million in state grants to 44 airports for 88 different projects. Even better - of that $1.3 million, WSDOT is using approximately $219,000 to leverage $8.4 million in federal funds. Airports also contribute a required 2.5% local match to federal funds for their specific projects. Therefore, the combination of state, federal and local match funds brings the grand project total for this round of grants to more than $10 million.

WSDOT Places High Priority on Pavement Projects at Smaller Airports
Consistent with other grant rounds, WSDOT focused most of its funds - ­ approximately $701,000 - towards pavement projects at smaller Washington airports. As revealed in the most recent Airport Pavement Management System report, 23% of Washington airport pavements have deteriorated to the point where costly reconstruction or even rehabilitation is needed. For the rest of the airport pavements, preventative maintenance is required to avoid such costly repair. Through its grant program, WSDOT aims to fund more crucial pavement projects in order to benefit the state's overall air transportation system.

  • Represents the highest number of airports awarded and most number of projects.
  • Forty-five airports applied / 44 funded - 108 projects requested / 88 funded.
  • More airports are beginning projects identified through WSDOT funded airport layout plans and pavement maintenance reports completed in 2006.

WSDOT anticipates awarding a similar amount during its second round of 2007-2009 Local Airport Aid Grants in April 2008. The department will solicit applications for that round during February and March 2008.

Airport Aid Grant Awards (2005-2007 Biennium)

2007 - WSDOT Aviation Awards Third Round of Local Airport Aid Grants

ARLINGTON – On January 8, 2007 Washington State Department of Transportation (WSDOT) Aviation announced that it would award $173,900 in state funds to 14 airports throughout the state.  Of that $173,900 WSDOT used $4,842 to leverage $183,312 in federal funds.   

Nineteen different airport projects will be funded in this round of grants with a total project cost of $394,522.  This total includes state, federal and local match funding.

This latest round of Local Airport Aid grants represents the third round that WSDOT has awarded during the 2005-2007 biennium.  This round was unique in that WSDOT asked all applicants to demonstrate the ability and commitment to complete proposed projects by June 30, 2007. In the previous two rounds, WSDOT had given $3.1 million in state funds to 47 airports, and used approximately $378,000 to leverage more than $14 million in federal grants.

WSDOT's next round of grants will occur in July 2007.  This will be the first round of grants in the 2007-2009 biennium, and WSDOT anticipates having $1 million in funding for airport projects. WSDOT will solicit applications between March and May 2007.

2006 - WSDOT Aviation Facilitates $13.3 million for Washington Airports

ARLINGTON – WSDOT Aviation’s Local Airport Aid Grant Program has facilitated $13.3 million for 39 different airport improvement projects in the state, WSDOT officials announced on April 18, 2006.

A total of 31 public-use airports in Washington will benefit from WSDOT’s latest round of state, local and federal grants awarded during the 2005-2007 biennium. Of the total $13.3 million awarded WSDOT used approximately $1.8 million in state grants to fund the projects. WSDOT also used $288,423 in state funds to leverage more than $10.8 million in federal funds.

“We are committed to preserving the state’s aviation system by stretching our state grant funds to the maximum extent,” said Stan Allison, Manager of Aviation Operations. “We continue to encourage eligible airports to accept federal funds first. This allows us to leverage millions of federal dollars for important airport improvement projects, while focusing more of our state grants on smaller airports that are not eligible for federal money.”

“Record-Breaking Biennium”

This latest round of grants, coupled with $1.2 million given in July 2005, is the largest amount of grants awarded by WSDOT during a biennium. The Legislature supported this effort by approving WSDOT’s $1.5 million supplemental budget request. WSDOT's grant program is funded through an 11-cent-per gallon fee on aviation fuel, along with aircraft registration fees. If remaining funds are available, WSDOT may award a third round of grants in early 2007.

“The Legislature and state aviation users have helped to make this a record-breaking biennium for our Local Airport Aid Grant Program,” said Allison. “We will return the favor by delivering quality projects that focus on pavement to improve the health of our state’s system of airports.”

Airport improvement projects slated for the 2005-2007 biennium are in the areas of pavement, safety, planning, maintenance, security and runway safety. Pavement maintenance, which is the main focus of WSDOT’s grant program, comprises about 78 percent of the planned projects. Forty-two percent of WSDOT funds have enabled those paving projects, with 64 percent going to smaller airports that are not eligible for federal funding. The specific project breakdown is as follows:

  • 13 Pavement
  • 9 Maintenance
  • 10 Planning
  • 6 Safety
  • 1 Runway Safety

2005 - WSDOT Aviation's Local Airport Aid Grant Program Facilitates $5.7 Million in State Airport Projects

The Washington State Department of Transportation (WSDOT) Aviation announced on July 26, 2005 that $5.7 million in state, federal and local match funds will be used for 24 different airport improvement projects in the state. A total of 21 public use airports in Washington State will benefit from this round of grants. Through its Local Airport Aid Grant Program, WSDOT awarded approximately $1.2 million in state grants to fund these airport projects. Of that amount WSDOT used $88,493 to leverage over $3.4 million in federal funds.

“It makes a huge difference that we are able to leverage millions of federal dollars by using a relatively small amount of state funds,” said Stan Allison, WSDOT Manager of Aviation Operations. “It enables crucial projects at smaller airports and helps us to maintain a safe and efficient state aviation system.”

Airport improvement projects slated for the 2005-2007 biennium are in the areas of pavement, safety, planning, maintenance, security and runway safety. Forty-five percent of the projects are focused on airport pavement maintenance. Eighty-six percent of those paving projects will go to smaller airports that are not eligible for federal funding. The specific project breakdown is as follows:

Airport Aid Grant Awards (2003-2005 Biennium)

Third Round of Local Airport Aid Grants

On February 1, 2005 WSDOT Aviation awarded $502,577 to 18 airports throughout Washington State in an unprecedented third round of Local Airport Aid Grants. The three-cent increase on aviation fuel, along with the $7 airman registration increase in July 2003, generated enough money to enable the third round of grants.

For this round of grants, higher priority was given to airports that could demonstrate an ability to complete their proposed projects by the end of WSDOT’s current biennium (June 30, 2005). With a shorter project completion time available for this round of grants, we were able to award 28% of the grants to pavement preservation. We awarded $142,214 to fund four pavement projects, including two floatplane docks that are considered apron areas for a seaplane base.

The remaining $360,363 will fund safety, security, maintenance and planning projects as follows:

  • Safety – 8 projects - $183,347 – Lighting and obstruction removal.
  • Security – 1 project - $4,000 – Preparation of security plan.
  • Planning – 4 projects - $105,293 – Preparation of Airport Layout Plans (ALPs).
  • Maintenance and Other – 8 projects - $67,723 – Weed control, equipment acquisition/repair, and purchase/installation of aviation fuel tank/card lock system.

2005 Airport Aid Grant Awards by Category

State funds totaling $5,396, along with an equivalent match from the local airport sponsor, leveraged an additional $205,062 in funding from the Federal Aviation Administration (FAA). The FAA provides grants to Washington airports included in the National Plan of Integrated Airport Systems (NPIAS).

2004 - WSDOT Aviation Announces $1.035 Million in Airport Aid Grants

WSDOT Aviation has recently awarded more than $1.035 million in State Airport Aid Grant money to 27 general aviation airports across the state for 2004. This is the second round of grants issued through the State Airport Aid Grant Program during the 2003-2005 biennium.

The current grant awards continue to focus on the need to restore aging pavement at airports throughout the state. Over 85% of the grants are directed towards pavement preservation with $873,007 going to 12 different projects. This exceeds WSDOT Aviation's goal of targeting grants towards pavement preservation by 20%. Full-length runway overlays are planned for three of the eight airports that were identified last year as "threatened," and two of the six airports that were identified as "at risk". Ninety percent of WSDOT grant dollars are focused at smaller airports that are ineligible for federal funding.

The remaining $162,821 in Airport Aid Grant money will fund safety, security, maintenance and planning projects as follows:

  • Safety - 5 projects - $31,998 - Lighting, obstruction removal, and fencing
  • Security - 13 projects - $63,151 - Cameras, lighting, gates, fencing and signs
  • Planning - 6 projects - $25,111 - Preparation of Airport Layout Plans (ALPs)
  • Maintenance and Other - 5 projects - $42,561 - Weed control, RENS activity counters, property acquisition, and water/sewer line extensions

State funds totaling $133,168, along with an equivalent match from the local airport sponsor, secured an additional $4.075 million in funding from the Federal Aviation Administration, which provides grants to Washington airports included on the National Plan of Integrated Airport Systems (NPIAS).

2003 - Pavement repairs top list of projects funded with State Airport Aid Grant money

Twenty-nine general aviation airports in Washington will benefit from more than $1.26 million in State Airport Aid Grant money this year, according to WSDOT Aviation of the Washington State Department of Transportation, which administers the program.

“We definitely met our goals for this year’s program,” John Sibold, WSDOT Aviation Director, said. “We distributed grants evenly across the state, we focused our decisions on airport pavement and safety issues and we were able to utilize $3 million in federal matching money along with the State funds.”

The federal matching money comes from grants from the Federal Aviation Administration for general aviation airports that are part National Plan of Integrated Airport Systems (NPIAS).

Another measure of the program’s success, Sibold added, is in the number of airports that will be able to restore aging pavement. Sixty five percent of the distributed funds will be used for pavement maintenance projects, a prime goal for WSDOT Aviation. Under new Airport Aid Grant criteria, requesting airport sponsors had to define projects that that were specific to:

  • Pavement;
  • Safety;
  • Maintenance, security and planning.

In the past year, WSDOT Aviation has worked hard to find solutions to the many airports in the state utilizing substandard runway pavement.

The average age of airports in Washington is 55 years. Many were built to support military functions and quickly evolved into critical civilian centers that generate jobs and strengthen local economies. Runways are scored on a scale of 100 and reconstruction is inevitable when the score is between 40 and 50. The average score for Washington airports is 66.

Revenues for the Airport Aid Grant program come from a tax on aviation fuel and certain aircraft and pilot registration fees. The local airport sponsor must also contribute a minimum five percent or more match of the entire project cost to be considered for the funding.

Other grant assurance requirements require the airport sponsor to:

  • Keep the airport open to the public and operating as an airport for the entire useful life of the project developed under the grant,
  • Not enter into any exclusive operating or use agreements with any person, company, or corporation,
  • Follow economic non-discrimination and civil rights laws and ensure that airport contractors and subcontractors follow these laws,
  • Ensure prevailing wage rates are paid to project workers,
  • Maintain detailed project records and make these records available for review, and
  • Follow public contracting law for consulting, management, engineering and public works contracts.

Any municipality or federally recognized tribe who owns an airport that is open and available for public-use can apply for the airport aid grants. Airport sponsors can elect to forward a grant application at any given time during the year to be considered for the next round of grant award decisions, which will occur in March of 2004.

“The expectation of government agencies is to produce meaningful deliverables,” Sibold said. “I believe we’ve made a great leap forward in this effort by providing the needed support to generate increased security, safety in pavement improvements and better overall maintenance of the airports funded in this grant cycle.”

Sibold added: “This is a first step to guarantee that there will be a transportation system for the pilot community today as well as for future generations of the aviation population, the businesses that it supports and the communities that benefit from the excellent economic advantages airports provide. The vision of a well planned system that is efficient in meeting the needs of an ever-changing industry is vital to Washington’s transportation structure and WSDOT Aviation will continue to diligently work to meet that goal.”
