Utility Permits and Franchises

Washington State law, RCW 47.44 and WAC 468-34, grants WSDOT the authority to issue Utility Permits and Franchises for the occupancy of highway rights of way to the persons, associations, private or municipal corporations, the U.S. Government, or any agency for the purpose of constructing and maintaining lines for water, gas, electricity, telephone, telecommunications, etc.

For more information about the Utility Permit and Franchise process, Control Zone, and the AMT program, please see the
Full Text Version of WSDOT Utility Manual (pdf 4 mb).

Please use this application form when applying for a Utility Permit or Franchise.

Access and General Permits

Access Connection Permits are issued for a new approach or change in use of an existing approach to a state highway.

For information regarding access management please review the
Highway Access Management Guidebook (pdf 300 kb).

WSDOT's State Route Viewer can also be used to determine location where Access Connection or General Permit is needed. It contains images of all the highways in the state at 0.01 mile intervals as well as our Highway Log Report identifying the mileposts of various features along the route. This site is available to agencies outside the WSDOT network. You can use the application by using the following: User name = "registered" and the Password = "9999"

Please use this application form when applying for an Access Connection Permit.

General Permits are typically issued for miscellaneous work that is to be done within the WSDOT right of way. The type of work ranges from landscaping, mowing, and hazard tree removal to surveying, soil testing for hazardous waste contamination, etc.

Please use this application form when applying for a General Permit.
