2007 CTR Board Interim Report

This interim report provides updates on the CTR Efficiency Act, CTR Program Results, Transportation Demand Management – Strategies for Schools Study, development of the Growth and Transportation Efficiency Center program, implementation of CTR Efficiency Act, the Vanpool Investment Program, the Trip Reduction Performance Program, Climate Change, and Construction Mitigation as it relates to CTR. A full legislative report on these topics is scheduled for January 2009.

  • Commute Trip Reduction (CTR) (pdf 2 mb) - Approximately 570,000 employees commute to CTR worksites on a daily basis. The percentage of people who drove alone to work to CTR worksites declined from 70.9 percent in 1993 to 65.5% in 2007 (a decrease of more than five percent). The effects of these individual choices supported by the CTR program are large enough to be seen in
    statewide figures, as well (declining from 74% to 73%).

  • Growth and Transportation Efficiency Centers (GTEC) (pdf 504 kb) - The goal of the GTEC program is to provide greater access to employment and residential centers while decreasing the proportion of commuters driving alone during peak periods on the state highway system.

  • Vanpool Investment Program (pdf 2 mb) - Vanpooling in Washington in 2006 resulted in over 6.7 million passenger trips and was estimated to save 23.8 million single occupant vehicle miles and 9.5 million gallons of fuel.

  • 2005-2007 Trip Reduction Performance Program (TRPP) (pdf 172 kb) - TRPP funds are awarded on a competitive basis to entrepreneurs, private employers, public agencies, nonprofit organizations, developers, and property managers who provide financial incentives to their own or other employees for using drive alone alternatives such as: carpooling, vanpooling, walking, biking, teleworking, and alternative work schedules.

  • Climate Change (pdf 185 kb) - As part of its commitment to reducing greenhouse  emissions, WSDOT’s Climate Change Team will  develop a means to measure changes in the agency’s carbon footprint and reductions in emissions
    attributable to changes in projects, programs and policies.

  • Construction Mitigation (pdf 2 mb) - The program has two primary goals are:
    1) Maintaining the efficiency of the system during construction
    2) Giving projects flexibility in how and when construction occurs which saves time and money
