The Legislature passed the Commute Trip Reduction (CTR) Efficiency Act (ESSB 6566) during the 2006 session based on recommendations from the CTR Board's 2005 Legislative report.
Beginning in March 2006, the CTR Board, local jurisdictions, regional transportation planning organizations, transit agencies, employers, and others will be implementing the new requirements of the legislation.

Setting up the new program
Implementing the changes to the CTR program will be a step-by-step process. The first step is to develop the program's planning rules and measurement guidelines. Then, cities, counties and regional transportation planning organizations will develop CTR plans based on the rules. After the CTR board approves the plans, cities and counties will update their ordinances and the new program will be underway.

The CTR planning requirements in the CTR law (RCW 70.94.527) are specified in the CTR planning rules. WSDOT is also developing administrative and measurement guidelines to help jurisdictions develop their CTR plans and programs.

CTR Efficiency Act legislation

The Legislation was based on the recommendations submitted by the CTR Task Force in its 2005 report to the legislature.
