Mobility Programming Criteria and Evaluation Procedures


This technical report provides a comprehensive overview of the benefit-cost methodology used by the Washington State Department of Transportation (WSDOT) as part of its prioritization of roadway capacity improvements. This report also reviews WSDOT's entire prioritization process, which has been discussed in other reports.

This report provides a look into the different types of spreadsheets WSDOT currently uses and details how the benefits and cost are calculated for each type of improvement. It should serve as a reference manual for the benefit cost calculations of future roadway capacity improvement projects.
