This report presents and summarizes the data collected in fulfillment of the requirements for the Washington State Department of Transportation grant "HOV Lane Evaluation and Monitoring". This report provides the information necessary to analyze HOV lane performance and development. Data collection results and analysis are presented, followed by conclusions and recommendations.
The data contained herein were collected during Phase I, Phase II, and Phase III of the HOV lane monitoring project (July 1992-June 1996). The data collection methodology is described in the final report, "HOV Monitoring and Evaluation Tool". Included in this report are the following primary and secondary measures of HOV lane performance: (1) average vehicle occupancy data, (2) travel time data, (3) public opinion survey results, and (4) enforcement, compliance, and adjudication data. Data collection issues and their implications for data availability are discussed.
It is important to note that this report does not evaluate the HOV lane system in the Puget Sound region. Rather, it is a compilation of the data necessary to conduct a meaningful evaluation. Although analysis of public opinion data and enforcement data is provided, the report's primary purpose is to simply present the data and discuss issues associated with its use, not to provide an extensive analysis.
