BURLINGTON – Relief is on the way for the 22,000 drivers who use the State Route 20 interchange at I-5 in Burlington each day. WSDOT awarded the interchange improvement and congestion relief project to IMCO Construction of Bellingham for their low bid of $28.4 million. Work will start this spring and is expected to finish in 2009.

This is the second stage of a $110 million project that will dramatically improve five miles of SR 20 from Memorial Highway (SR 536) to I-5.

Among other things, crews will:
• Widen SR 20 to four lanes,
• Widen the northbound I-5 off ramp,
• Add a second westbound lane under the I-5 bridge,
• Build elevated southbound I-5 ramps and connect them to SR 20 west of Nevitt Road and install a new signal,
• Close access to and from Goldenrod Road at SR 20,
• Extend Nevitt Road south and install a new traffic signal,
• Divide the highway with a grass median and cable barrier,
• Realign Pulver Road and add turn lanes and a new traffic signal,
• Add turn lanes and install a new traffic signal at Avon Allen Road.

Scarsella Brothers was awarded the first stage of the project in Feb. 2007, which includes widening the highway to four lanes and making safety improvements from SR 536 to just east of Higgins Airport Way. They are expected to complete the majority of stage 1 and open the highwaay in its final four-lane configuration by late May or June, slightly overlapping the crews coming in to start on the second stage.

The Washington State Legislature funded this project through the 2003 Nickel Funding Package.
