Performance Reporting

Agency-wide performance reporting is a high priority at WSDOT. Although the Gray Notebook is the agency's main performance assessment, reporting, and communication tool, there are many other related accountability and performance products available. This site provides links to websites and documents such as 2011-2017 Business Directions: WSDOT's Strategic Plan, GMAP (the Government Management, Accountability & Performance program initiated by the Governor's office), Transportation Policy Goals, and the Washington Transportation Plan.

The Gray Notebook
Originally titled Measures, Markers and Mileposts, the Gray Notebook (pdf 5.0 mb), provides quarterly, in-depth reports on agency and transportation system performance. Results Washington
Governor Jay Inslee introduced Washington state’s new performance management system, Results Washington, in September 2013, outlining his priorities for the state. The Governor established this new strategic framework for his administration to set the state’s vision and mission, as well as the foundational expectation of all state agencies to achieve goals collaboratively. more...

Washington Transportation Plan
The 2007 update is a blueprint for state transportation programs and investments. The plan covers all modes of Washington’s transportation system: roadways, ferries, public transportation, aviation, freight rail, passenger rail, marine ports and navigation, and bicycles and pedestrians. more...

Transportation Policy Goals & Attainment
RCW 47.04.280 requires the establishment and measurement of transportation policy goals related to preservation, safety, mobility, environment, and economic vitality. The Biennial Transportation Attainment Report was established in 2007 as a way for WSDOT, other state transportation agencies, and the Office of Financial Management to report on their progress to the Legislature. more…

2009 American Recovery and Reinvestment Act Reporting
In early spring 2009, President Obama signed into law the American Recovery and Reinvestment Act (also known as the stimulus program). At its peak, WSDOT provided stakeholders detailed information on the delivery of stimulus projects through a weekly newsletter, projects website, and quarterly reporting in the Gray Notebook.

Congestion and Mobility Reporting
Each fall, WSDOT publishes an updated Annual Congestion Report that evaluates conditions and trends for the state's most congested corridors. The report assesses the previous calendar year with data from two years prior. The Annual Congestion report is published alongside the September edition of the Gray Notebook. There are also Semi-Annual Travel Time Trends reports published in the Gray Notebook, providing updated analysis of how economic factors are impacting congestion.

Research and Development
WSDOT actively researches and explores national and international performance measurement trends, and has produced additional publications, papers, and presentations involving its research and analysis. more....
